Default Air Conditioner

Hey all, hope someone in here might have some input that may help me out. I have a 1998 Dodge Ram 1500 with the 5.9L V8. I had a new engine put in, and for some reason the dude evacuated my system...so I had to spend extra money to take it and geta vacuum put on it and recharged. Now, when I turn the A/C on, the clutch engages fora couple seconds then stays off for a ten seconds or so. I re- checked my pressure, and I still have 45 psi when the engine is shut off. When the engine is running, it shows 45 psi until the clutch engages then drops to zero, then back up to 45 when the clutch disengages. Is this normal? Its 42F outside. Does this have anything to do with the fact it doesnt stay on?
