Default Need Some Help But Not on a Dodge

I have a 96 Buick century i use for a gas saver. For the past month i havent been able to start it. Its been so cold though i havent really dont much work to it. The other night went out to try to jump it. Still nothing. Bought the battery in to have it checked and it was ok, so i had itcharged. Still nothing. When i put the key in the run position nothing on the dash will turn on, the radio doesnt turn on either. All lights, power windows work though. When i turn the key to start then nothing happens. no clicking or anything. Has anyone ever heard of anything like this. where would be a good starting point to look. any help or suggestions would be great.

sounds like ECM to me.. might want to check grounds

check the possitive wire that goes to the starter. when u put key in n o lights bat gage?
also check solenoid(uaually on fender
