2001 Neon excessive current draw when car is off

Default 2001 Neon excessive current draw when car is off

My neon has excessive current draw when it is off. The underhood #13 fuse (INT/LMP) is the problem circuit.
When the fuse is in, the current draw is more than 10 times that of when it is pulled.
No internal lamps are on when the fuse is in. I also removed the radio and cd player, but the draw is still the same.
Is there anyway i can find out what is controlled by that fuse? Or what the problem may be?

I have to leave the fuse pulled or my battery will drain in a day.

Also just wondering why the underhood #13 fuse has that yellow plastic thing on top?
