Dodge Stratus oxygen sensors

I have one question at V6 specifics,maybe it was not right place...
But please if anyone knows about Stratus oxygen sensors be so kind and read.
I'm leaving for holidays and would so much need help to resolve my problem.

Issue was the code 21 I got by using ignition key method.
According to that oxygen sensor voltage is not fluctuating.
I went to dealer for codes and following was as result"CKT,FRONT BANK UPSTREAM 02S STAYS AT CENTER"
On connector I have four wires coming to sensor,should there be steady +12 V on one wire? From battery?
The only wire I have something going on when engine is runing is Green/red (or pink?)
There I have voltage varying from 7.5 to 13.5 volts depenging RPM.Other wires are more or less dead ones.
So I think test at dealers place is the right one and reason is upstream sensor (on exhaust side before cat....)
But.... how does a sensor work,should I have steady voltage for sensor?Do you think that it is the sensor that is gone or
is it possible that something else is wrong with that circuit.
Any knowlidge and experience is welcome if same code 21 has bothered someone else.
