I dont want the baddest car on the block, but it would be good to get a little more kick outta my strat. I'm considering getting a cold air intake since it seems like a pretty easy mod to do and doesnt require much as far as tools go. If I can improve gas mileage and horsepower, I think the mod would be worth it. Will adding it really make a noticeable difference or is it just a cool noise maker as far as 1st gen strats go?

Secondly and probably more important: Are there any adverse effects of having an intake in the long run? Does it need any maintenance in cold wet weather?

Your basicly allowing the air to flow better and pulling in cooler air. In the SOTP dyno you'll probaly feel a little more repsonse but on an actual dyno i can't say. To me they look good ,sound good and allow my engine better air flow then its worth the time.
