Apparently there is a problem with the sending unit. The TSB calls for modifying the wiring to fix the problem. Everything I could find also suggested replacing the sending unit as it may potentially be damaged.

#5017800AA the part you need to purchase to modify the wiring....should be about $18-25 and #4608303AB which is the sending unit and it runs about $15-20.

Aparently all this wire does is alow the air to bleed out from around the sending unit. Since the connection is air tight the air has no where to go causeing improper readings. The tsb calls the wire a "Vent Wire" it is just there to bleed off the air. If you are having the flickering light problem you do not have to replace the sending unit. Just do the TSB and if it still does it then replace the sending unit. 9 times out of 10 it just needs the vent not the sending unit.
