New but need some help

I will tell you a little about what I own, and where I want to go with it, and my problem. I own a 1984 Dodge Ramcharger, prospector model. I picked it up for 1900 bucks here in michigan with no rust. It was a arizona truck drove back around the christmas of 04'. It has a 360 in it. Currently I have gutted it out completely and sprayed in durabak lining, myself (its like rhino, herculiner...etc.) I went with dark blue. I plan on keeping it pretty much in orginal shape as in no lift, no real upgrades. I need to re-paint it, re-wire it because of a battery exploded in the engine compartment from the previous owner. I also plan on rebuilding the tired 360. I want it to become a daily driver because I am stuck with a ford explorer right now. I am 20, so money isn't exactly growing on trees for me. heres my cardomain site:

Heres my question, I hope its the right time to ask:
Alright I was planning on doing some work on the truck but it wouldn't start. So I jumped it, it stalled while the cables were disconnected. It wouldn't turn over. I have a brand new battery and leads, I used a volt meter in and had in DC and it read about 10 at idle; no gas. From the battery, 13-14 with a rev and thats on the altenator too. That also looks new and doesn't look like it needs attention. The wiring on this truck is absolutely horrible. I mean it is horrible a batteryexploded on the previous owner, the truck doesn't look to have a single wire without a splice. Its a poor job at that. My question is if it won't even crank over but starts right up when its connect and the battery and alenator are fine what could it be?Plus when you turn it over when its connected to the termails to be jumped, it almost seems if it wants to start after you let up on the key is that normal? Any one tried to re-wire the whole thing from scratch? I mean all new componets...and where could I find those? Or maybe how much for a pro do it? price wise
