Default plastic keys?

I was told last night that dodges have a Plastic key replica inside the car somewhere.
(glove box) inside some panels. I called BS! Anybody know for sure?[&:]

There is a key blank. You have to have it cut, it is a one time use emergency key. Good for stashing in your wallett.

Hmm... Neat
Good to know.
Can it start the car? Or just be used to cut a new one?
Thanks for the info.
