06 Ram w/ califonia emissions ???
I had a California emissions Ford Taurus, and it got consistantly worse mileage than my standard emissions Taurus. I'd assume the same is with your Ram.
Also, 13 mpg isn't bad for that kind of truck. I used to get 10.6 on my QC 1500 5.7.

Yes, from what I've heard as well, the Cali emissions sap a little mileage. Look at some of the older gas milege figures at the EPA, the Cali-spec vehicles consistently got 2-3mpg less than the 49-state setups. But I'd second that 12-13 is pretty decent with a Hemi, Dodge V8's are not known to be gas misers; my '99 5.9 van gets a consistent 1mpg LESS than my tired old '92 Bronco 4x4 with 5.8.
If you're really concerned about it, there's ways to save gas just by altering your driving style, as well as a couple mods...or (yes, this is pretty extreme just for a couple mpg) trade for a Chev or Ford pickup, both are capable of cresting 20mpg on the freeway and probably average ca. 15mpg.
