Default 94 Shadow problem

I have a 94 Dodge Shadow 2.5. When i let off the throttle theengine raises 3 or 400 rpms for a few seconds before it goes back to idle. This is kind of a pain because its a 5 speed. I put a junkyard TB on it thinking it might be an injector or AIS problem but it didn't help. Now I'm thinking it might be an ecu prob. Anyone have any suggestions on a fix?

Make sure you do not have a broken vacuum line. I have witnessed that symptom before and it was a broken plastic vacuum line. Good Luck.
