Default weird electrical issues

ok so our 90 spirit LE started giving us issues today. [:-]Aparently as my wife was driving home form her mothers the under side of the stering colum was supper hot, and the air bag light came on, no rear defrost, and the windows stoped working as well as the fan for the climate controll.
While i was under there tonight, looking things over, i noticed that the "time delay relay" was also very, very hot and the car was not even on. So i also would like to know what that does as well. I took it out and the car seems to run, but i can't tell if things are still an issue.
What do you guys think... bad ign. cylinder?
My next step tommarow night is to remove the stering colum cover and test the main harness coming off of that as per instuctions in the hayns manual. Any other suggestions??

PS batt. seems ok and when the car is running i tested 14 V at the batt. So i would think the alt. is ok, but a mulit meter doesn't tell the whole story.
