Default Shadow Rust

This mornin when I went to fix the rust on the car, I rusted down a single spot, the sandpaper didnt do the trick, the rust was too deep, so I lightly grinded around the area, and I accidently went through the bare metal, and found that behind it, was pure rust, it was hiding, I dont know if this is possible, for it not to have eaten through is it? Anyways, now dad thinks it will need to be cut out and replaced entirely. Would a body shop charge much for this?

Another spot rust likes to form is around where the parking brake cable (the foot pedal type) exits the car, both of my daytonas have rust in that area and the 87 shadow I had also had that problem.

Yeah, dad had to have that fixed before, he also had to cut out and re-weld inside the wheel well, and cut a large piece and weld new metal in, on the floorboards under the drivers feet, its getting rusty again now! But I'am taking it to an auto body guy today, see what he thinks should be done, then either try it myself or get them to do it.
