Well by your description I'm not sure what is actually broken. Is it the block or a bolt?
If it is a bolt, it can be extracted with an easy out.
If it is a stud it can be extracted with an easy out, a stud extractor or even vise grips if enough is left sticking out.
Broken bolts and studs that have really bad threads can be helped out with the use of a torch (smoke wrench) by heating the area around the bolt or stud to expand the metal.
Worst case scenario requires drilling it out completely and re-tapping the hole.
Now if it is the block, it depends alot on what is actually broken to determine the repair needed.
If the threads have pulled out of the hole, you can;
1)drill and tap to the next size up.
2)use the proper sized helicoil or thread sert to repair the hole back to nominal dimensions
3) if the hole is through an ear and you can put a nut on the back by using a longer bolt, you may do this
If you have actually broken an ear off or a chunk out of the block you can;
1) get a new block
2) fashion an ear out of steel and fasten it to the original location with bolts drilled a taped perpendicular to the hole (maybe)
3) try brazing the ear back on/chunk back in, but it may never be as strong
3)try mounting the accessory another way with custom brackets
4)find a shop that does plasma spray welding of cast iron and re-locate and re-tap a new hole.

Good Luck!

It is not the bolt itself... I is a part of the block where the bolt threads in... The "ear" i guess

It can be welded, broke an ear off my harley transmission, and welded it back together. If you are not familiar with welding cast, don't try it yourself. Take it to someone with excperience, and you should be fine, it may look as nice, but you should be fine. You will have to make a v groove and then fill with weld, a special rod will have to be used. The hard part may be having the room to get in there and groove and weld.
