No its not. An aftermarket BOV isnt neccessary unless you have an upgraded turbo though. And neither is a wastegate. But if you have the both of them, no you don't need a boost controller. Some wastegates are actually adjustable in and of themselves, voiding the need for a boost controller alltogether.
