s1 - 13.5 or so
s2 - low 13's on street tires, high 12's on dr's
s3 - low 12's on street tires, high 11's on dr's
gas mileage is about the same no matter which way you go. i get about 23mpg on s3 with toys, and got about the same with s2.

Here is the thing. I currently have s2 and supporting mods. I love the setup. You probably would, too. The car is plenty fast. That being said, as soon as I have the spare coin to throw into s3r, I plan to.
See the problem is that this car is so mod friendly, and you get the bug so easy - to upgrade, that what is okay now, won't please you forever. I have been having fun beating newer 'vettes and m3's, surprising Porsches and Benzes when I please, and that has been enough until lately. Now the thought of holding up to some real big competition, and really surprising them, like say - f360's or 911 turbos, is starting to get more attractive and s3r is my ticket there.
If you can afford either, and $ isn't an issue, go for s3r, no question.
Do keep in mind, though, that with all of this power, you will want to upgrade to wider wheels, exhaust, intake, better suspension, and brakes...basically it will cost you. You will want to do this with s2, anyway, but it is less evident, just how badly you will need to do it, than it is with with s3r.
