Stage 0 = ?

I have Mopar info. on Stage 1 -2 - 3 kits. What is the Stage 0 term I keep reading?

Stage 0 reading is the minimal boost your ECM will allow to spool up no matter how much you floor it. It ranges around 5-8 psi depending on the PA/Temp.

Actually BigMac is right, it's the stock PCM/computer.
