Default I have some newbie ?'s for you.

I might get a 04 SRT-4, I will know for sure on Wed. So I'm learning as much as I can about it.
with a stage 1 how much boost can I run and be safe? How well does it handle NOS? I was thinking about keeping the stock exhaust and just install a cutout where the cat is. I don't have emmissions where I live. Will a cutout hurt performance do to back pressure?Thanks for any info you can give me..

First, welcome - glad to hear you might become part of the community.

I can say enthusiastically, after 18,000 miles, that I love my SRT-4.

Stage 1 should be safe at 19psi spike holding 16-17 to redline.

No worries about backpressure here, we have a turbo. Backpressure is the enemy. Cutouts are fine and one good option. You might want to think about a 3" dp with a cutout for this. Look up needswings for an example of a good one. If you want to go without an aftermarket exhaust and want big difference the downpipe will help a lot. You can add an exhaust later if you like.

I'll chime in first on the 'ol catch can - look up/ search - homemade oil catch cans. The PCV valve has a lot of oil blow by going into the manifold, and this mod is real cheap and easy to do. It is a good idea as preventative maintenance. Rezin8 has a site with detailed instructions that are real good. Other info on mods there as well.

NOS? Too scary for me. There are others out there running it, but you shouldn't need it. There is plenty you can do on the cheap to affect big improvements without the danger, if you ask me. Maybe water/alky injection, that is much safer and helps a lot.
