Default Should I buy this Neon SRT4

Looking into buying this SRT4

I'm a neon guy, but have never owned a boosted car so help me out

Information: 98,000 miles

I attempted to take it for a test drive but the guy told me it didn't have a plate so he just drove it. (Sketchy) I kept an eye out for the infamous 3rd gear and heard no crunching.

it looked to be making no more than 15lbs of boost but at idle the boost needle was quivering (no idea if that's normal)

While at idle there was a whistling coming from the exhaust (not engine compartment)

I am looking for a mostly unmodded SRT that won't blow up on me. I don't really know what mods this guy has on it so I took some pics of engine compartment uploaded right here:

From your pics I see CAI (obvious), catch can, aftermarket WGA,plug wires, HKS BOV (which means possible hardpipes). I couldnt tell on the front mount as the pics were a little dark, but there is some sort of exhaust done as well (you can tell by the absence of pipes..maybe a dumped exhaust?). The whistle sound may not be something to worry about as every turbo has that and especially with the CAI and exhaust the sound may be amplified. The PCM is under the catch can in the pics but I couldnt read the sticker to see if it is a Mopar Staged computer..maybe ask on that one.
IMO, the way the engine bay is done and way the car is setup, it is very "unclean". Not to say things cant be fixed, but I would definatley make sure everything works right and take it for a drive yourself. Price isnt bad though as these are starting to become hard to find..

I didn't end up buying it...I'm trying to find something as close to stock as possible if that makes sense. Thanks much for the reply!

actually that makes COMPLETE sense! Too many of these cars got butchered by hacks along the way and the results are shady at best.. Good luck with your search
