did the evap canister come with a Natural Vacuum Leak Detection assembly?
the valve in the assembly seals the system and a vacuum sensitive switch closes and sends a signal to the pcm.
if the pcm isn't seeing the switch close, the possible causes are:
-system leak
-nvld valve stuck open
-vacuum switch stuck open or closed
-open circuit in the wiring from the switch to the pcm.
-blocked purge vacuum path
if you have a scan tool and hand held vacuum pump; its pretty easy to test the operation of the switch. maybe the switch is stuck closed
I'm surprised your getting a fault in the winter as the test is inhibited in temps below 39*F
