Second??? I didn't realize you left this question so vague......
First of all if your talking about spankin new from a dealership kind of car, my best guess would be the Cobalt SS Supercharged/Ion Redline???
Or if this was an IN general question, then you should be more specific. Hence this is a reason people have there own little clicks and groups, and one group of car enthusiasts talks trash to another kind of car and there enthusiasts.
For example, It's always cheaper to but a decent car outside of a dealer, and fix it up to be faster than stock, and as a result be faster than an already factory trim sports car....but im going to guess you already know this, and will leave it at that.
As for the SRT-4 and Cobalt SS, both have different stages from the factory to upgrade there power however where as MOPAR goes up to stage 3, GMP (GM Performance) goes up to a stage 5 i believe which gives it close to 350 WHP and will run mid to low 12's with a good driver on DR's (BUT DON'T QUOTE ME ON THAT IM JUST GOING BASED ON WHAT IVE HEARD AT THE TRACK), both are cheap to mod, both are very responcive to modifications, both generaly run the same ET's from the factory stock for stock.

It depends on what you mean by fastest. If you are talikng in a straight line, yeah, cobalt ss are really quick, I have drove a few of them myself. Saturn redlines are crap though, diferent tranny and limiters in it, which stinks, because, I think that the look nicer than the ss do. And, if you are talking about maybe tracks like auto cross racing, then I feel the ford focus SVT is the way to go. For about $15k, you get ALOT of handling. I have also drove one of these and raced with them, as my best bud owns one, and they are quick little mini mini vans!

The mazda speed Protoge' is not at all quick. The only thing that seperates it from a standard model is the wing and a few cheap ground FX ive seen them at the strip run high 15's all day which is horrible. Those cars are mainly for looks, they look nice, and mazda threw a turbo in it, but thats about all you can say on it's behalf.
You could always try finding a 98-02 SS Camaro, or Trans-am for under 20K, those cars run low 13's from the factory on street tires, a friend of mine poped off a 12.8 with just a set of drag radials, but as for it being economical, HELL NO, the body, and interior are made from crap material. So things crack, break, and snap if your rough with them.
However, 3-4K in mods such as a heads and cam, full exaust, fast intake, TB, air lid, and PCM tune, you've got your self an 11 second car and never have to sacrafice the reliability of the motor.....drawback, its not a good daily driver, especially in the snow.
I'd also tell you to look into 97-03 GTP's , but my only reasoning is just like the marow and trans-am but you dont have any of the drawbacks, and the GTP's have more factory options.
It's still FWD so it's great in the snow, if you invest at least 3-4K into them they will be a relaible low 12 second car and if you invest a little more, you can hit 11's no problem, and to find a decent one your looking to spend an average of 6-8K for low miles, and good body, and interior.
BUT of course im not trying to be a spokes person for GM, i've just happened to grow up with diehard GM fans so im just listing what i know, about...well, what i know.
