Default Boost and BOV

I have an '05 SRT ACR and started doing some basic mods. Started with a Mopar BOV conversion plate, K&N CAI, $20 OCC, and GReddy TT. Since installing the BOV plate, I've noticed that when my foot is on the throttle to maintain speed-any speed-it will vent continuously unless I accelerate. Is this right? It will hold when I accelerate and vent when I let off, which I know is right. Also, my boost gauge reads about 23Hg VAC at an idle, but when the car is off it reads 10Hg VAC. Shouldn't it be at 0? Read some posts and I think the idle reading is o.k. but not sure about when it's off.

O.K. I think I'm gonna just avoid the dealership headache and replace the gauge myself with an aftermarket one--any recommendations? Looking for something to fit into the factory pod if possible. Also still curious about the BOV if it's supposed to function as I described-- this being my first turbo car just wnat to make sure it's right[&:] I have extensively checked, tied, and clamped all lines vacuum and otherwise.

Defi is also expensive. Pick up a autometer ultra-lite or cobalt series Electronic gauge for about $150 or so. If you want the cheap route, you can pick up a mechanical one for $55 or so.
