100/4 or 4/100

means 4 holes in the brake disk where the wheel is screwed
the 100 means the radius

All 5 lug Neons' are 5 X 100 bolt pattern. There were only 4 lug Neons available in the first year or so, but all '00-up Neons are 5 X 100.

 

the Chrysler Neon (sold in Germany) has 4/100
