Default Stock WGA vs. Stage 2 WGA

From what im hearing the stock wga is set at 7psi correct? And my car (depending on weather temperature, and also being completely stock) holds between 11-14psi. If I were to install a Stage 2 WGA what would I need to set it at to hold 15-16psi, or is this possible without adding a boost controller of some sort? Also, I heard that by just adding an upgraded WGA and no boost controller can cause part throttle boost problems. Any input would be appreciated.

Also im a little confused on the difference between a wga and a boost controller. They seem like they do the same thing so why do people incorporate both systems into their srt4?
