avatar is still to large with resizing!

avatar is still to large with resizing!
I am trying to get a picture of my truck to appear as my avatar. I have tried rizing it by 75% on resizetomail.com and when i try to upload the picture to use as an avatar, i get a file is to large message. What is the deal here?
