Lightbulb My Daughters Neon

First time poster, like many others I joined because I had a question. I am a long time Dodge driver so I may be able to answer a few things from time to time.
My daughter has a 98 Neon- she called me last nite to say her car was acting weird. the idle is going up and down- I thought Idle position sensor right away- but the strangest thing - the idle goes shooting up when you turn on the heater/cooling main fan, when you turn the fan off the idle returns to normal- also I could hear her AC compressor cycling (think that its related) Is this something many people have seen or heard of. What do you think John from Canada.
