Come on now, there have been so many 4 cylinder engines running turbos since the 1980's.
Subaru WRX, Mitsubishi Eclipse, Mitsubishi EVO, Dodge SRT-4, omni, charger, daytona, shadow, spirit, Volkswagon 1.8T, Audi, Saab, thats just naming a few. You can turbocharge pretty much any 4 stroke motor. We even boosted a 1 cylinder 110cc pocketbike. check it out: http://www.blouchturbo.com/clips/tur...bike/index.htm

Id say yes you can. 4 cylidners are made for turbos. But are weak. Can stand around 6-9 psi stock (but more like 6). 9 with upgraded components, and 15+ with a built and major component change.
What about the subaru wrx Sti (15-16psi stock) same with the Mitsubishi evo. SRT-4 runs around 16psi i think. Go to any other country other than the US and you will see big horsepower coming from 4 cylinder turbocharged engines. Only in America do we think "there's no replacement for displacement."
