i got an 89 RC with a 360, holley 2B TBI, and built 727 tranny. It was sputtering and would chug along and have very little power and die, now after starting it everyday and trying to diagnose it wont even start now. It has fuel and spark, along with a new fuel pump, fuel filter, plugs and wires, oil change, TPS, MAP sensor, newer alternator and new battery, also was running very rich and had to clean carbon off 2 week old spark plugs, still not starting. Absolutely stumped. ???????

 

I would take the ignition coil out and have it tested. Also, you either have TBI, or a 2bbl Carb, but not both. I would expect an 89 to have TBI, so as a result I would search on the board for how to clean the IAC. the Article was posted by Stev. You also want to check the voltage regulator is good since you have alreay changed out the other parts of the charging system, but a bad VR would not prefent start unless the attery isn't recharging well.
