there are a few legal places in maryland to go offroading that arent private property, green ridge state forest up in allegany CO up in the pan handle off I-68(18 mile circuit trail) and potomac state forest in garrett co off MD RT135(3-4 mile trail) there are some good spots in the surrounding areas as well.
