Default Electrical Issues - 2005 Dodge, 2 wheel drive, work truck package

My son is having electrical issues and thought someone might can give us a clue. When he opens the door, he gets 8.6 volts to the left brake light and the left blinker wire.

I measured this voltage with the tail light assembly unplugged.

Sounds like a short in the driver door harness between the body and the door.
