Default Running led headlight thinking of going to hid

I have 9007 90w 6000k LED in my in my headlights and 90w 6000k 9006 LED for my fog lights. The headlights are better than stock bulbs. But I am very disappointed in the LEDS. For there high beam. Now the fog lights are Awesome.
I am thinking of replacing the 9007 LEDS with HID 6000K Bi Xenon. 35 or 55w kit.
Now my question is will the high beam be much brighter than the low beam. I understand the bulb is one wattage. But the bulb moves in and out for low and high beam.
Any info would be appreciated.

Check state legislature. TX will not pass a vehicle inspection with HID's.
