Default Need Help W/Parking Brake / Rear Drums

Well I just created some new four letter words in changing the parking break pedal assembly without the results I anticipated.

Before = Very little brake to none when the parking break is applied.
After = Same

I did the installation and reset afterwards according to the service manual.
With the van in the air and the pedal applied the drivers side has a little and the passenger side has none.

Before I pulled the drum off I got under there with the P-Brake applied and the short (drivers side) was tight and the other loose enough I could pull it some. Very little.

I am looking at the breaks with the drums off now and see no anomalies.

Stretched cables? I have read somewhere a gentleman claimed cables cured his issue.

What now? Anything particular I need to look for?
