After months of research and trying to figure it out, I saw so many people changing out everything, from the cluster to the entire fuse box and wires and were still having the same issue, I finally found on a thread that changing the clock spring fixed the problem for someone. I ordered one on eBay for $37 with shipping, and it fixed my cluster battery drain and horn.
