Default no start cold (ECM?)

I have a 2003 diesel. When you start in the morning the manifold heater relays get no signal to heat the manifold.I fabricated a jumper wire to activate the relays and the heater works. It will still not start unless I put a table spoon of gas in the intake hose (no starting fluid) . It will then start right up and run perfect. The light on the dash indicates that heater is working but it is not. Once it is warm it will start fine. cold weather here is 50 degrees. batteries are new and it spins great. I put a performance program in back in 2005 . The owners manual says something about a securety disabling feature?

I am an old mechanic and not up on these new systems.
