Default Still waiting for answers

I last posted on March 19th with questions to a couple of problems i'm having with my 95 avenger.
the car is 4cyl / 5 speed completely stock.
Vin # 4B3AU42YXSE153395
I know it's a Mitsubishi 4 cyl engine but do not know what one other than it is a DOHC.
My on going problem is if you open the throtle with foot pedel or at the throtle body just a little bit say 200 or 300 rpm the engine goes into dead mode, nothing there then burst to life with increasing rpm's.
There are no codes from this engine. Also at times when coming to stop when pressing down the clutch the engine will increase rpm's by 300 or up to 500 rpm then drop back down to normal idle.
As in my last posti am getting ready to replace the lower rad support ( tie bar ) . Donner part is ready to go in just have to find the time, The other day i was checking under the car looking to see how much longer the old tie bar will last and tucked behind the bumper on the drivers side i found what looks like 2 relays, both rotten and one missing the cover, What are these for ??. There position is much the same as the horn on the other side of the car.
Also still need to know if the cruse control cable can be ajusted on this car.

Have you tried repacing you pcv valve and fuel filter. Sounds like a fuel problem. Maybe a vacum hose leak. Wouldn't hurt to clean the intake out with some seafoam.

There is a way to I think there is a bracket that you have totwobolt and slide the cable bracket forward or back.

As for the relays, ifthere the same as my 97.They are for the ABS. Is one wider then the other?

both the pcv and fuel filter are new, the intake is clean, will look for a vaccum leak.
both relays are the same size and i don't think i have abs brakes.
the only ajustment i can see for cruse cable is on the outer cable jacket where it mounts to the pully system housing, Should that cable be tight or loose when engine not running ??, mine is loose, i can rotate top pulley about 1 inch.

For your RPM issue, I suggest getting a buddy to press the gas pedal and watching the throttle body pulley. If all looks fine, I would then suggest you check your throttle position sensor with a multimeter as suggested in the Chilton's/Hayne's manual.
Are you sure that the throttle cable isn't binding? You can check this by revving the motor with the throttle body pulley. If the motor revs along with the pulley, then you have a bind in the cables. There are a few things that can affect both the delay and your cruise control. You're going to have to remove the cover off the black box located on the firewall. You also need someone to press the gas pedal and while you watch the pulley in there too. This delay that you're talking about sounds like binding cables or pulleys. Have you checked any of those?
As for the relays, I'll have to look into those, but it might not happen until after I get back from vacation.
IMO, if your electrical system is working fine, then I wouldn't worry too much. I would however clean or replace them just as a precaution. No, I don't think those relays have anything to do with the delays in your accel/decel rev delays.
That bracket should be tight with no slack, that would be my first move. Word of caution...DO NOT CRANK DOWN ON THE BOLTS. The aluminum bracket that it bolts down to IS NOT very strong. Tight is good, but don't torque it down. Not only that, but you can mark the spot with a marker to help with quick visual inspections.
