Default 95 Avenger - AC not cold at idle

I have replaced the compressor and evaporator. Pressures are good at 38 low and 185-190 high (around 83 degrees outside airtemp). I have totally evacuated and sucked down, and put 26oz of R134 (hood calls for 23oz) in - still seem to get bubbles in sight glass at idle (might be normal). Gets cold when moving. Both condenser fans running, however, the AC condenser fan does not run at high speed - my mechanic said it only kicked into high if the head pressure gets high.

Maybe this AC just doesn't cool at idle - I have 2 Altimas (95 & 97) and both will get COLD at idle.

Yeah, new oil and drier. I need to change out the Shrader valve on the high side, I'll try the Artic Cold stuff. I usually get the stuff with the synthetic AC booster in it, but this time I got the regular stuff.
