95 avenger surge

I have a 95 avenger 16v 2.0 dohc that got driven home with no oil pressure. I cleaned the oil pick up tube and the sledge in the pan . now I have good pressure... there is no knocking or pinging whatsoever and the car runs great over 100 RPM....However I now have a surge at idle...." sounds like a dog panting..[ha ha ha ha] and so on". I took out the EGR and pluged the holes with rubber plugs and surge is still there... checked the fuel pressure and it is around 45 psi.. changes when I take vacuum hose off.. replaced the MAP sensor.. no fix... replaced the O2 sensor.. no fix... the IAC looks like its working plus, I unpluged all sensors Cam, Crank, IAC,TPS etc. one at a time and everyone changes the way the engine runs.. (stalls it) so I am assuming they are working... I checked all the injectors for proper voltage, they are around 12.7v took wires of 1 at a time and killed the engine.. I took plug wires off 1 at a time and the same result...I replaced all the spark plugs and 2 wires were bad, replaced them... I also took off the neg. wire on the battery and touched it to the pos terminal to re set things...checked all grounds... still surging... now one hint I can give... there seems to be no rpm between 1000 and about 2800 when I push the gas pedal as slowly as possible it jumps from 1k to 2800... I cant seem to say... hold it at 1500 rpm or any where else... I took the car to Chrysler for help... they got a code of "timing belt slipped 1 tooth retarded 19%".. when I set cyl. 1 to TDC the timing marks on the cam pullies are exactly even... I can take carb. cleaner and spray it into the intake slowly and the surge seems to go away.... what am I missing or any ideas????
