Default 95 2.5 avenger won't start - flooding?

When we attempt to start the avengless it'll roll over the motor and fire a cylinder once in a while but will not completely start - compression on 2 4 6 is 155lbs across there's a heavy gas smell after about 20 seconds of ignition - good spark comming from the plugs pulled - OBD scanner couldnt establish connection to ECM (ECM replaced with a guaranteed to work used one - cylinders caught a few more times than with prev ECM) - what could the problem be? P.S. before the car stopped starting it was driven @ approx 80km/h (40mph ish) and when pressing the accelerator the vehicle would bog down but when pulled over and let to idle it resumed normal idle but once again with acceleration it'd bog down almost to a stall. it coasted @ approx 20km/h (10mph ish)

I'm wondering if the timing skipped or the CPS is giving the wrong location for the spark to hit properly ...

the licenced mechanic we asked questions of said it wasnt the timing belt but it quite possibly could be the CPS as the distributor has been replaced in the last year - today on attempting to start the avengless the gas was pumped and when let off it seemed to catch more so than just straight cranking if that helps decypher whats fully wrong with it
