throttle cable looks loose?

throttle cable looks loose?
When I took off and cleaned my egr valve I noticed that the throttle cable isn't tight. Is it supposed to be? It had a lot of give to it.
Going to have to replace the egr valve I cleaned it then CEL came back on for insufficient egr flow 2 days later.

I assume you just tighen up the bolts going in and out of the, i think black cruise control box? right now there is like 1/2 to 3/4 inch of give pulling up and to the bottom total.
