Question ???97 Avenger Key Question???

So I'm looking at a 97 Avenger V-6, auto p/w, p/l. It needs a key.

My main question is do these keys have a chip in them? I can get a key made from a locksmith cheap, but if the key needs a chip I gotta go to a dealership.

I now have the car, he got a key made for it, but you have to work very hard for it to turn over (jiggling the key). The car starts fine, just getting key to turn in cylinder is tough. I thought about just replacing key cylinder. Does anyone know how. I've searched through the forum, but have not found anything yet. I've gotten everything off or out but the actual lock cylinder.

Are you just having trouble with the new key ? If so I'd have it replaced/recut or take the vin to dodge and have a new one made from the master

the lock cylinders are pricey ($120 or so)
