95 Avenger problem

95 Avenger problem
I live in Canada , Saskatchewan where is was 45 below last week !!!!
bought a 95 avenger - trying to get running
car was originally sold and ran 5 yrs in NY state - i AM IN Canada
have couple questions
previous owner installed a refurbished ECU -bought in Canada
car now starts and runs 4 or 5 seconds then dies
am told that is because the "new" ecu must have come from a car with factory security activated, whereas my car did NOT have security activated
so they say I must get a ECU from a car without security activated
and it makes no difference if it is used or refurbished
#1 question --- does this sound correct ?????
#2 question ---- would there be any differences in the ECU's for a USA car and a Canadian car --- like do i have to buy a USA ECU ???????
