If some has this kind or equivalent working OBD I scanner please offer it to me.
I'm ready to buy it! I'm living in Finland, so postage fees are quite huge but there is no Dodge services around anyway so I have to make almost everything by myself.

Without the OBD I / Chrysler cable or an adapter for the newer scan tools, you will not get the Maintenance Required light off on a '89-'95 Chrysler vehicle.
It has nothing to do with codes. This light is set when the computer detects a certain number of times the ignition switch is turned on (I forget how many).
Unfortunately, a lot of shops including some dealerships no longer have the right tool. This is a bummer in states like California where you cannot get a smog certificate with that light on.
I am looking on eBay and CraigsList now for an OBD I or equivalent. I have both a '91 Acclaim and a '90 Grand Caravan Cargo (best van ever!) so I run into this every few years.
The EMR on Dodge trucks (including Caravans, & Jeeps) is illuminated on MILEAGE. This happens only three times, Once @ 60,000 miles for EGR service, second @ 80,000 miles for Oxygen sensor replacement, and lastly @ 120,000 miles for EGR service. After the 120,000 mile illumination it becomes inactive and worthless. I found that the Actron Engine Analyser would NOT reset it. I was able to get from Actron (2002) a Scan Tool(R) with Chrysler cartridge from Actron which will turn the EMR lamp off. My 1989-DGC did not have EGR so again I found the EMR of no value.
No you do not need the factory DRB scanner; I can do it with my Snap on scanner.

Without reset equipment, there are two ways to defeat the EMR lamp. First is to get into your instrument panel and physically remove the bulb. The second is to place a piece of black electrical tape over the bulb. I suppose one could removed the EMR sub-circuit board from the instrument cluster main board.

There is one other option for turning off the light without a scanner. Cut the lamp output wire from the PCM. The 93 Dakota manual states pin# 56 Gry/Pk on the PCM. Super easy since the PCM is on the passengers fender and a simple removable cover over the connector, a quick snip and your done.

The 1989 DGC has one although it might be an integral part of the IC board. Reference Electrical Sheets S-HK52 and S-HK39. It has a red connector. It is called the EMR Module. At least there is a EMR module connector that supplies 12VDC, Ground, and lamp output to EMR lamp. On the '89DGC your recommendation would be bulkhead cavity #15 circuit G29 20GY w/PKtrace.
