Default starter sticking

i have a 1993 dakota, 318, 4x4, sitting in my garage that belongs to my landloards girlfriend, well, her son drove it through a creek and sucked in alot of water....i just got done putting a new motor in it, truck also has a new starter. well i started it earlier and after about 20 on-off cycles, the starter started sticking....
after turning the ignition on and turning the motor over, the key returns to the run position, but the starter keeps cranking. i turn the ignition off and pull out the key, but the starter keeps turning the motor over. the only way to get the starter to stop is to disconnect the battery.
could this be a wiring problem, or maybe just sumthing simple like a starter relay???
i really was hopeing to get this truck out of my garage tomorrow
any help is appreciated
thanks

ya sounds like a wiring problem or a bad relay.
