Default Is there supposed to be one?

Is there supposed to be a heater control valve on a '95 dakota? My truck does not have one. I'm trying to pin down why my a/c is not cooling as it should.. Hoping this may be the culprit.

Look under the dash in the middle of the floorboard by the firewall. You should see a little pole..grab some needlenose pliars and turn it all the counter-clockwise. I'm thinking the cable is screwed up like mine..so by turning that "****" all the way counterclockwise your opening the blowdoor or whatever its called so that its on full cold. When it starts to get cold..turn it all the way clockwise and presto: you have heat.
