The bushings in the wiper linkage located under the grill (between the back of the hood and windshield) when they go bad the linkage falls off. Remone the wipers, un-screw the grill and remove. To get at them you have to remove both wiper units (3 bolts) pull them out along with the linkage. Be very careful not to get the linkage turned around while it is apart. Put each back the exact way it came off.

oh i have actually done that job to a 98 wrangler. and yes, we did put it back together backwards.
