Default idle control valve not activating ?? :(

everything started when i was driving my 94 dodge Dakota 2wd 3.9l it suddenly started to loose power when i pressed the accelerator it started to loose power so i parked and the engine was idling bad and when i rev the engine it started to turn off and then i went ahead an checked th engine and it seemed to me that the idle control valve not worked because i could her the loud noise of air going into the engine. and so i went to buy the valve and it didn't work the loud noise was still there so i thought it would be the cable was bad because it did't activate i checked all the fuses and non of them were broken and from there i don't know what to do because it doesn't even turn on now it kind of wants to but it doesn't

Check the notorious splice. See the FAQ for more info on it.

It could be anything. Check all vacuum lines, all wires. Check your fuel pressure. A bad IAC would only cause problems at idle and low pedal pressure.
