Default Starting issue

Hey guys! Not exactly new to the forum, or dodge's for that matter... But got a question and hoping you guys can help out a bit.
Im working on a '94 with the 318, its been setting for a year or better now (my girlfriends dad's truck at the moment) I have already checked the starter relay under the hood, cleaned the battery terminals, cleaned the battery end of the cables, and the ground on the engine, and charged the battery, but I cant even get the starter to click when i turn the key. The lights in the cab flicker for a moment but thats it. I can hold the key in start and the lights stay on without dimming, just the initial first moment going into the start position...
I am assuming i need to check the wires at the starter next, just looking for some opinions since time and day light are an issue for me....

if i follow you right it sounds like a bad connection still. after the battery termianl end is a plug in both battery cables. those can become corroded and not make good connection. one other thing is i try to jump a truck or have a jumping battety charger hooked up when trying to start a dead truck. also if you have soem of those bolt on replacement ends on the battery cables they can become corroded and loose on the cables.

another thought. unhook the battery. take a socket and breakover bar on the crank damper. and see if the engine will turn over by hand. or if it is stuck for some reason. other things to look at or consider. are the neutral safety switch or the manual transmission version of that.

Check the FAQs for the burnt splice problem @ the PDC that all these trucks have, it'll show you how to fix it.

Thanks guys! Im hopfully going to get it up on a lift this weekend and do some more work. I did however just go out and flick the key again for grins and i am mistaken, the only thing flickering are a couple dummy lights and the display on the radio, the lights never flicker or dim at all... so I am deffinatly thinking connections right now.
I know a trickle charger isnt much of a jump starter but its keepin the battery charged so not too concerned right now about not having enough juice.
And thanks for a heads up on the faq page, I will do some reading in there tonight for sure!
