It would not meaningfully affect the fuel economy, but it would look cool. I looked into it, and found several weldable scoops, a few "abs" scoops that basically get applied with double sided sticky tape and glued in with seam sealer. Are you looking to run a CAI scoop? The older 60/70's scoop kits run about 450-600 depending. Egay has alot of ideas and things for sale.
For a ram effect, there are two places next to the radiator to allow for running a stock flex hose to a closed style air filter housing, and you can weld a second inlet on it. If memory serves, you do not get anything until about 45+ MPH.
As far as rain and snow going into the scoop, it will allow for the water, and the engine will run fine, just like back in the day (circa 1967).

Tons of universal scoops and snorkels out there. www.jcw.com or www.jegs.com or www.summitracing.com or as previously stated www.ebay.com
I got mine from www.jegs.com and they are held on with 3M tape. They were very secure, and were fake.
After a while I decided to make them functional, I cut open the grills and cut open a slot in the hood to feed the air to the air cleaner.
There are a few aftermarket hoods with built in hood scoops. Check out the FAQ2 in this section, a few posts above this one. There is a list of websites.

Now Just have to figure out how to do it....
Take the factory air cleaner off? But then I have to add an extension to the intake base...
Mount the intake to the hood, block off the factory air intake and set up some kind of shaker deal using the factory air cleaner and a foam gasket against the hood?
Hmmmmmmm......... should be interesting

There are a few ways to do it, but the mostest, bestest, easiest way is to fabricate a base for the TB and build up a cleaner housing using 22 gauge metal. If you leave it about 7/16" to 1/2" to the underside of the hood, you use a collapsing water gasket (similar to what goes around your door), and install it around the rim. Once you have checked your measurements about 23 times, you cut a big ol' hole in your hood for your scoop. You have to be careful when your washing your vehicle with this method, or install an intake door trap that accuates with the TB blade. Get an undersized filter (around 11" with a 11" cap) and install it on the inside of your new base to allow air to the perimeter of your filter (also, drill a small hole on the lower side to allow for drainage).
Better yet, just cut your hood and install a scoop and call it done. It will save you the frustration associated with custom work.
