Default 89 Dakota engine problem

I have a 89 Dakota with a 3.9 FI. I can only give it about 1/4 throtle then it backfires and chugs. Any suggestions why?

Check your timing, distributor location, plug wire locations on the cap.

timing is good, i'm thinking maybe it has something to do with the TPS or something else electronic? it mainly does it when the weather is cold but its gotten worse. I changed the temp sensor and that did nothing. I don't know if the EGR has anything to do with it but, its never been hooked up since i've owned the truck for 8 years so i'm asuming thats not it either.
