Default Ignition Timing

I recently purchased a '92 Dakota with the 2.5L inline 4 engine. I have replaced (as a preventive procedure ) the following; 1. both the timing belts (one for the cam and the other for the distributor/counterbalance shaft), 2. the Rotor cap/bug, 3. plug and wires, etc...
The motor starts and runs, idles and even drives the vehicle OK!
So, here's the question. How do you "Time" the engine. I can not find any marks on the crankshaft pulley or even any indicators to reference the timing.

Some sites I have read state that the flat side of the distributor housing needs to be aligned with the head. This may be correct, yet that CAN'T be an accurate way to "time" the engine, CAN IT?!?

REALLY looking for someone who has either done it, or read about it in a tech operation manual. I'm not interested much into "just IMHO", or "I think you can...".

So, any answers.

If it's anything like the Magnums, you cannot adjust the timing and moving the distributor only changes the fuel sync.
