Anything is possible, but I say it is not practical. As far as I can remember early OBDII has just as little aftermarket support as OBDI.
If you want computer tuning of OBDI go to http://www.bgperformancepcm.com/#magnum
If you really want OBDII your going to have to change out all the wiring under the hood and all under the dash. Even the autos are electronically controlled my the PCM so transmission would have to swapped out.
